I have a 19mo girl who manages with a Bubba J boosted overnight which is similar to a BBH, and I would consider her a heavy wetter. As has already been said though, some night lots of wee, some nights not so much, so don't go on one night's effort. Also I suspect that on the hot summer nights the wees from early in the night are drying off a bit.
Anyway, I suggest overboosting if you have a cover big enough, to begin with, then back off as experience indicates. This should mean less wet sheets etc. I haven't had a damp or wet bed in a year with cloth at night, but early on when before my DD was mobile (ie in one spot all night) and I was using fleece I had a couple of damp occasions.
What I use: Bubba J hemp (has an inside the nappy booster) plus two three layer thick boosters inside, two plus a half length one outside. In addition I put a folded microfibre cloth (from the supermarket cleaning section, just a plain yellow one, square folded twice) between the liner and first booster. My liner is a crepe/muslin one as this is less likely to repel if I use creams. Over all that we put on a wool flannel Bubba J wool cover (the old large, as the new large is now too small for solid build and chubby legs!!). If you have trouble getting a wool cover big enough, with a mobile child, I'd go for a very large fleece cover. I found with fleece in the past, that a tight cover is more prone to dampness, so big is best.
