I use a pul cover and then wool longies, but maybe you could try a pair of fleece pants over the pul cover instead. Also are you getting a good seal at the top of the cover, ie is the cover big enough as I find I need to use a much bigger size cover to make sure he can't leak out the front when on his belly, iykwim?
