Size 2s in commercial are designed for over nappies, you'll often find size 3 pants in brands like Pumpkin Patch and Target are actually smaller around the hips area than size 2s. Look for adjustable waists, that way it doesn't matter if they're a little baggy around the butt. The fit will invariably depend on the style too, some styles are going to look baggy regardless.
Lily has a pair of Ouch pants that are a size 2 that are a pretty good fit, but they're an old style now, so I'm not sure what the cut on them is like now. I have bought Moppit shorts and found them definitely small fitting and good for slim toddlers; but many people would consider them a bit exie. Apart from that I've never really bought her pants, she does have some hand me downs from Pumpkin Patch in 2s and 3s that are stretch denim and supposed to a lot tighter fitting than they are on her; they're probably about 4 seasons old though.
