In Target there are 2 different size 1's and 2's. Ones in the baby section are way too big but if you look in the little girls section (sizes 1-6 I think?) they are much trimmer, like they're not designed to have nappies underneath. They generally have the adjustable waists too
Otherwise Pumpkin Patch, but again, steer clear of the 18-24 months size and find the trimmer size 2's.
