It depends on the AIOBut yes, good ones are waterproof and good, lol.

Yes, what brand were you thinking of?
Also what are you comparing to? A disposable, a PVC cover (plastic pants), a wool cover/soaker, something else?

I do know of some brands where people have to put a cover over the AIO. This should not happen with a well made AIO using the right materials for the job. I use AIO's for my son pretty much excusively and they work a treat!
Its called the Happy Nappy, here is a little about them has anyone heard or used these they are one size with press studs??
These quality fitted nappies are made from the softest flannellette and the best quality terry towelling cloth which makes these nappies 100% cotton and they will last longer than those made with just flannellette. They have a layer of PUL inside, making them WATERPROOF- no cover needed.
They have a cotton wadding fill + layers of a super absorbent BAMBOO FILLto make them thicker in the areas that need it + a layer or Waterproof PUL giving them more absorbency than your regular fitted nappies that are only made from layers of material
There is a fine art to using a cotton outer with a barrier layer (PUL or Procare). I have not used the brand you have mentioned however I can highly recommend -

ALso, a 'quality fitted nappy' can not be an 'All in One' with PUL. Fitteds have NO barrier layer, requiring a cover for wetproofness. All in Ones have a waterproof layer and the absorbancy either sewn in or attachable (or lay-in). There is a vast difference between the two and because of this I find the blurb really confusing.
I cant tell what exactly this nappy is meant to be!
An AIO made with a quality pul outer or Windpro outer, plus an inner of microfleece or suedecloth is definitely waterproof if it fits properly and is boosted properly. If the inner is absorbent fabric then it depends on how the nappy is made-if that absorbent fabric is allowed to touch sheets or clothing-such as if it is poking/rolling out at the legs or waist, then the nappy can't be guaranteed to be totally waterproof.Anything with absorbent fabric on the outside and a hidden layer of pul "may" be partially waterproof but depends on a lot of things. When both outer and inner are made of absorbent fabric it is highly likely wicking will occur and the nappy will not be truly waterproof, regardless of the layer of pul inside.Most would need an additional cover so would not be classed as a true AIO or AI2

I am an AIO fan as they are really water proof well resistant I have had a couple of leaks but usualy when the nappy has been on a long time. I am a huge fan of ones with a winpro outer they seem more breathable than the pul ones. I have wild child, magic all and aruiels in my stash. Love them all.

For the waterproofness you should also be looking at the stuffing in the nappy. The nappy needs to be both absorbant and the outer waterproof for it to be effective. The cotton wadding sounds a bit funny. For a nice absorbant nappy you should look for either hemp, or even better bamboo. Cotton and flannelette inners work but are not that absorbant compared to hemp and bamboo.
Haven't heard of the Happy Nappy but I would stick to the tried and tested nappies which people on this forum recommend. For AIOs I love itti bittis and Twinklelily nappies.

Whether an AIO is waterproof will depend largely on it's construction.
PUL in itself is usually waterproof, but it depends on how it's used and whether it has a cotton outer or a poly outer etc, good fleece/procare any other combo can do the job as well, again depending on how it's used.
Some with cotton outers are more prone to wicking, some where the inner absorbent fabric reaches right to the edge are more prone, compared to say AIO where the absorbent fabric runs mostly down the centre of the nappy and has a 'stay dry' style inner.
That's waterproof ie so the basic nappy on it's own is waterproof as it stands
Whether an AIO will leak or wick (wick being where an absorbent fabric sucks up pee and transfers it to the outside of the nappy) will depend on
(a) construction
(b) the absorbency of the nappy itself
(c ) how much you're asking the nappy to hold
For example if you have a jug that holds 1litre and you try and pour 1.2litres in, you know what will happen.
(d) how you use it - if singlets or crotches of singletsuits are allowed to get between nappy and skin, this can result in 'wicking' as well, as that fabric will 'suck' the wet from inside the nappy, drawing it towards the outside and any clothes/sheets etc.
(e) also depending on the absorbent fabric on the inner - for example people seem to find they have varying success with microfibre as it's a bit like a sponge - it will hold lots but if you 'press' on it (baby laying or sitting for some time) it will release some of what it's holding. Bamboo and hemp don't seem to do this.
Best bet is to try AIOs that come well recommended by other users. Once you work out what works for Bub in terms of shape/size/capacity, as well as what you like to use, then you'll have a better base to start exploring some of the lesser-known brands.

trust me- when it comes to AIOs it pays to get quality. If you are looking at ebay for MCNs try the baby beehinds magicalls they have on clearance at the moment for $15 (postage included) (dependent upon sizing of course) I know some reputable or well established brands may seem pricey, but you need to factor in resale value as well. A lot of well known brands you can sell for over half what you paid for them.
I know of no reputable MCN manufacturer who uses 'bamboo fill' or 'cotton fill' or even terry towelling in their nappies. One good quality AIO is worth 10 dodgy ones. look out at the promos and sales forum on this site (as some makers offer discounts at certain times)or the swap and trade section. Also check out buyforbaby.com for some good quality second hand nappies, I know some people may seem a bit iffy about secondhand nappies but it is a good place to try the different brands and figure out what suits your bub. many makers/distributors also offer bulk packs (so you can save a bit off the initial price) or laybys if money is a bit tight - that is a much better option
I know this may seem harsh, but when I was starting out I made the mistake of getting sucked in by some really poorly made nappies that were just a waste of money.
I'm not saying all the makers on ebay are dodgy, I just think you need to do your research ozclothnappies.com is a great place to do some research and let you know what you should look for when it comes to quality AIOs - and in answer to your question - yes good quality AIOs are really waterproof and well worth the money
